SMARTWaste Plan and local authoritiesSite Waste Management Plans (SWMPs) are a legal requirement for all construction projects over £300,000 in England. The legal responsibilities for a SWMP lie with both the client and the principal contractor. Local authorities have a vital role for SWMPs including enforcement and compliance, requirements as a client and using data to inform the planning process. BRE have produced a free web-based SWMP tool, SMARTWaste Plan which helps users to plan, implement and review SWMPs. The tool includes an integrated waste measurement system and downloadable templates. There are currently over 3,000 companies registered to use SMARTWaste Plan, including 17 of the top 20 construction contractors. SMARTWaste Plan has many benefits for the user and could also benefit local authorities with for instance checking compliance and using data to assist with setting targets for waste arisings for different project types. SMARTWaste Plan and Strategic Waste PlanningBRE have been working with the Environment Agency (Anglian Region) on a pilot study to determine how the aggregated data from SMARTWaste can be used to estimate C&D waste arisings to inform waste planning at a regional and local level. Put simply, more use of SMARTWaste Plan will result in more data that can be used to inform policy and aid local authorities. An event was held at BRE to disseminate the results of this study on 9th July 2009. In particular, the event aimed to provide delegates with an understanding of: - C&D waste arisings in the East of England Region based on a study carried out by BRE for the Environment Agency (Anglian Region)
